How Canadians Are Rethinking Climate Change

As affordability pressures, housing challenges, economic uncertainty, geopolitical instability, and rapid technological change shape public discourse, climate change is competing with a growing number of concerns for attention. At the same time, public debate has evolved beyond questions of whether climate change exists and increasingly focuses on issues such as affordability, energy security, development, and the pace of climate action in Canada.

Drawing on multiple sources of public opinion data on climate change, 2026 Public Opinion: When Climate Isn't the Only Crisis explores how Canadians are thinking about climate change in this changing context. The report examines shifts in the intensity of climate concern in Canada, attitudes toward environmental protection and economic growth, support for climate action, and perceptions of progress on climate solutions.

Climate Change in a Crowded Issues Environment

Climate change remains a serious concern for Canadians, but support for climate action is increasingly shaped by economic considerations such as affordability, jobs, and competitiveness. While many believe individual actions can make a difference, fewer see strong momentum behind climate solutions more broadly.

The report explores the following key themes:

  • Climate concern in Canada remains widespread, but its intensity has softened.
  • Economic pressures are reshaping public priorities.
  • Canadians are increasingly open to faster development and energy infrastructure projects.
  • Climate action in Canada continues to retain broad public legitimacy.
  • Support for a transition away from fossil fuels is strongest when the transition is gradual.
  • Canadians increasingly view climate action through an economic lens, balancing environmental goals with affordability, jobs, and economic resilience.
  • People believe their own actions can make a difference but are less certain that broader progress is being made.
  • Visible signs of action and momentum may play an important role in sustaining public engagement on climate issues.
