Egale Canada: Using Public Opinion Research to Strengthen Advocacy

Building on its 2025 benchmark study, Egale Canada sought to better understand how those attitudes were evolving and identify the most effective opportunities to engage the public and support evidence-based policy discussions.

About The Project

Public opinion insights play a critical role in shaping policy, advocacy, and public discourse on human rights issues.

As Egale Canada prepared for the next phase of its national public opinion research, they were looking for a new research partner that could bring a more strategic lens to the work and uncover opportunities for advocacy, communications, and public education. Environics was selected because of our extensive experience conducting research on complex social issues, our longstanding work with 2SLGBTQI+ communities and organizations, and our ability to translate rigorous public opinion research into practical strategies for action.

Working collaboratively with Egale Canada, Environics designed and delivered a national public opinion study that measured attitudes while uncovering the values, beliefs, and motivations shaping Canadians’ perspectives on 2SLGBTQI+ issues.

The resulting insights informed advocacy priorities, strengthened communications strategies, and provided Egale Canada with a credible evidence base to support public education, media engagement, and policy discussions across Canada.


Background

As conversations surrounding gender-affirming healthcare, human rights, and 2SLGBTQI+ inclusion became increasingly prominent in public and political discourse, Egale Canada recognized the need for current, evidence-based insights into Canadians’ attitudes and perspectives.

Building on its 2025 benchmark study, Egale Canada sought to better understand how those attitudes were evolving and identify the most effective opportunities to engage the public and support evidence-based policy discussions.


Goals to provide insights on

Understand how public opinion is evolving

Build on Egale Canada’s 2025 benchmark research to understand how Canadians’ attitudes toward 2SLGBTQI+ communities, human rights, gender-affirming healthcare, and misinformation were changing in an increasingly complex social, political and media environment.

Identify opportunities to strengthen advocacy and public education

Go beyond measuring levels of support to identify key audiences and understand the attitudes, beliefs, and motivations shaping their perspectives. Use these insights to identify opportunities for more targeted advocacy, communications, and public education that could increase understanding, address misinformation, and build broader public support.

Generate insights to inform strategic decision-making

Produce a credible, nationally representative research foundation that could – in addition to guiding Egale Canada’s own work – also serve as a public resource for policymakers, media, community organizations, and other stakeholders.


The Ask

Egale Canada asked Environics to conduct the second wave of a national public opinion study that balanced rigorous trend tracking with new strategic questions reflecting Canada’s evolving social and political landscape.

The study needed to remain neutral, methodologically sound, and appropriate for citation in policy documents while producing insights that could directly inform advocacy strategies, communications, and public education.

In addition to an internal strategic report, Egale Canada required a professionally designed public report that could communicate findings to policymakers, media, and the broader public.


Our Approach

Designing a strategic research framework

Working closely with Egale Canada, we designed a nationally representative public opinion study that built on the organization’s 2025 benchmark and added new elements to address emerging issues shaping public discourse. Recognizing that Egale needed research to drive strategic decisions – not simply measure attitudes – Environics developed a strategic research framework that uncovered the factors underlying Canadians’ attitudes, increasing the usefulness and applicability of the research insights.

Applying expertise in research with equity-deserving populations

Drawing on our extensive experience conducting research with 2SLGBTQI+ communities and other equity-deserving populations, we developed an approach that balanced methodological rigour with a nuanced understanding of how public attitudes are shaped by lived experience, language, and social context. This enabled us to design research that was both inclusive and representative, while ensuring the findings reflected the complexity of the issues and could confidently inform national advocacy, communications, and public education efforts.

Translating research into strategic action

Throughout the engagement, Environics worked collaboratively with Egale Canada to interpret the findings and identify practical opportunities to act on the research. The project deliverables included a comprehensive internal report, a publicly released report, and strategic recommendations for engaging policymakers, media and stakeholders. This project also provided guidance for future research by identifying the issues, audiences, and trends where ongoing measurement would provide the greatest value.


Application of Insights

Identifying strategic opportunities for advocacy

The research identified messages most likely to strengthen support for 2SLGBTQI+ communities and audiences who might be most receptive to messaging in support of those communities’ rights. By exploring the drivers shaping Canadians’ perspectives, the findings helped Egale Canada prioritize advocacy efforts and focus resources where they could have the greatest impact.

Strengthening communications and public education

The study uncovered important differences in how Canadians understand and engage with 2SLGBTQI+ issues, revealing opportunities to tailor communications to different audiences. The findings informed more targeted messaging, identified areas where public education could help address misconceptions and misinformation, and provided insights to support communications with policymakers, media, and the broader public.

Establishing a foundation for ongoing measurement

Beyond informing immediate advocacy and communications priorities, the project established an updated benchmark for tracking Canadians’ opinions over time. The comprehensive internal report supported strategic planning, while the publicly released report extended the reach of the findings by providing a credible, evidence-based resource for community organizations, decision-makers and other stakeholders working to advance human rights and inclusion.


Performance

Environics brought the right combination of research expertise, collaboration, and sensitivity to this work. They listened closely, provided thoughtful guidance, and helped us translate complex findings in ways that could resonate with broader public audiences while remaining respectful and useful to the communities at the heart of the research. The findings have gone on to inform our advocacy and communications, help us reach new and broader audiences, and support the development of new resources to address emerging issues, including misinformation and disinformation.
